Open the registerNo. It is guidance and there is no certification scheme for it. A certification body can certify an ISO/IEC 27001 management system, and an auditor can examine the governance record as evidence, but neither certifies the entity against ISO/IEC 27014. Any claim of a 27014 certificate is not supported by the standard.

The clauses use should rather than shall. They describe how a governing body can govern, not the requirements an organization must meet to be certified. That is a deliberate design, because governance depends on the entity, its objectives and its law.
An ISO/IEC 27001 certificate covers the management system within its scope. The governance record can be part of the evidence an auditor samples, but the certificate does not attest to the governance conversation above the management system.
Use the published edition as the reference, the internal audit or an independent review as the assurance, and the board minutes and process records as the evidence. If a customer asks for proof, offer the record, not a certificate that does not exist.
State that ISO/IEC 27014 is guidance, describe the governance arrangements you operate, and attach the evidence. Do not claim certification against it, and do not cite the final draft as the published edition.
