Open the registerISO/IEC 27001 specifies the requirements for an information security management system. ISO/IEC 27014 gives guidance to the governing body on how to govern the security that the management system manages. They overlap at the risk process, the objectives and the reporting, but neither replaces the other. A management system can hold the governance record for each system it covers.

27001 asks the organization to establish, implement, maintain and improve a management system. 27014 asks the governing body how it evaluates, directs, monitors and communicates the security of information across the entity. One is a set of requirements, the other is guidance at the top.
The clause 6 risk process and the clause 9 review are already governance activities. The governance guidance maps them to its six objectives. The management review can carry the effectiveness report the board receives, and the risk register can hold the risks the board accepts.
A role map that separates the governing body from top management, an entity-wide accountability map, six objectives with owners, four processes with meetings and records, a stated appetite and a board reporting cadence. Those are more specific than a management system clause and they are what a board asks for.
Map each governance objective to the management system clause that serves it. Put the map in the management system, not in a separate binder. Then an audit and a board request read the same evidence.
No. 27014 stands on its own as guidance. A management system makes the ownership and the evidence easier to manage, but it is not a precondition.
No. 27014 has no certification scheme. A 27001 certificate covers the management system, not the governance conversation above it.
Start with the role map and the clause 6.2 matrix. They show where the management system already serves a governance objective and where the gap is.
